Amity after the War

The dissolution and the dismantling of the LTTE is not a defeat for the Tamils. Sri Lankans have a rich ethos of togetherness at all social levels to bind the nation which was disturbed by separatist forces with the connivance of mischievous NGO elements. Majority of the Tamils are law abiding citizens of whom few became terrorists. These terrorists were the deadliest in the world and subjugated the Tamils wherever they were, to become captive pawns; Tamils without a political and national leadership were incapable of countering the strategies of the terrorists.

Unfortunately Tigers political lackeys, the TNA sold their soul to the terrorists and presently are in hiding. Lack of political leadership with foresight and flexibility is a problem that Tamils have encountered and which they themselves will have to overcome in the coming months. Muslims and Sinhalese have diverse leadership to give alternate platforms sadly absent for the Tamils since the LTTE destroyed their political nurseries as they were not tolerant to political diversity.

Presently Tamils are not identifying themselves with the terrorists almost on the verge of defeat or the TNA which are the front men for the terrorists. Soon, the LTTE will become an embarrassment. Many Tamils, some under duress, yet never did over- identify with the LTTE except the Diaspora (nobodies abroad, wanting to be some bodies at home on return and were duly exploited by the terrorists) and those attached to the NGO sector; in the glory days of the LTTE most did cheer their achievements to have a pledge with a potential winner and for the sake of an common ethnic background.( To add flavor interested foreign countries and their NGO agents were bent on securing a military defeat of the armed forces and make the LTTE the winner at the negotiation table) .

They were proud of their own "boys" trashing legitimate governments which none can be proud of except to those deriving benefits and which governments were blowing hot and cold with the LTTE. (To the credit of Mahinda Rajapakse and Gothabhaya Rajapakse they have taken a positive unwavering stand against the LTTE which has paid rich dividends though in other respects this government is no different to previous governments. But on the prime national issue Mahinda Rajapakse administration has shown positive results none can dispute and deserve acclaim) But the LTTE, like the SLFP or UNP will be treated like trash immediately on defeat but always a revival is a possible like with the political parties of the South, unless the Tamils are weaned away from their present mind set.

The mischief makers will set an agenda for the Tamils which will be unreasonable and unattainable. This would be the next game plan of the NGO poodles once there is no war for them to peddle. They need causes to be kept alive permanently to attract foreign sponsors for financial support to maintain their current lifestyles.

The Tamils must establish their grievances are legitimate and the government must examine and satisfy their validity and thereupon ensure that remedies of a lasting nature are provided while assuring that no harm befalls the other communities. Tamils, if they fall prey to extreme elements and the NGO community; if the Sinhala leadership listens to the fanatic elements- the hand of friendship cannot be extended in the hour of need, after the culmination of the War. It is the Sinhalese being the majority that must act with maturity. The end of the War may not necessary mean the end of terrorism as there would be pockets of resistance that again will surface unless the minorities can be assisted to overcome their legitimate grievances.

The War must end with the psychology there are no victor and vanquished except the terrorists and terrorism. The Tamils must allow a national leadership to evolve from within their own sources in the absence of an effective leadership and not permit the NGO community, to be the path finders fishing in troubled waters to take them on a route to clash with other communities with demands that are not possible to grant which could lay the groundwork for a fresh secession movement. Minorities can gain much if they can convince the majority that they do not make claims that give rise to separatism.

It has to be conceded terrorism would have succeeded if not for the valiant efforts of the less privileged sections of the majority community who displayed bare bodied patriotism against sophisticated opposition from local and international elite forces. They were not the sons and daughters from the drawing rooms of Colombo 7; majority of whom were clandestine comrades of the terrorists through the upbringing of an unrefined culture. The middle class and the poor have sacrificed so much not to permit the division of the country with their blood sweat and toil by permitting their children to serve in the armed forces, notwithstanding campaigns such as Sudu Nelum initiated by some who are still cabinet ministers. The credit for crushing terrorism is with the armed forces and the supporting patriotic elements. If the People did not support the War Machine it would not have succeeded especially as most of the UNP rebels holding Cabinet portfolios presently were in the vanguard of movements to stall the war. Having fought against such odds it is the entitlement of the People to ask the rulers to leave no door open to maneuver an operation to sow the seeds of secession by way of federalism or otherwise.

Most of the present problems are common to all communities- nevertheless after a 30 year war, it is necessary to be gracious as to display good faith of a caring majority for the legitimate grievances of the minorities and such statesmanship is required in guiding the nation. The benevolence can be achieved only by the forces that gave leadership to the downfall of the terrorists and not by those who assisted the LTTE to survive and strengthen itself as the patriotic forces have to be rallied again to establish harmony between the communities. Otherwise a cry of a sell out could reverberate from the masses that sacrificed their lives and limbs, stoically and steadfastly stood with the armed forces at crisis time when the terrorists targeted civilians. This requires priority attention in a nation building exercise. The Sinhala majority should give leadership to achieve these objectives to convince the Tamils of their sincerity. It is the Sinhalese leadership that must be in the forefront of the struggle to attend to the legitimate grievances of the minorities, after the annihilation of the terrorists. It would be an ideal rejoinder to the cries of federalism which can lay the seeds to futuristic secession movements that will once again surface after the defeat of the present terrorists to breed fresh terrorism. Grievances of the minorities can be addressed forthwith without the tinkering of Constitution which is an impossibility to amend with provisions dealing with 2/3 majorities and a referendum. Therefore a pragmatic and a priority approach are paramount and not introduce weird provisions as in the Bill of 2000 of Chandrika Kumaranatunga which were fortunately shot down at conception.

Some of the prime grievances of the Tamils can be identified as follows:-

1. Failure to implement language provisions enshrined in the law

2. Security Concerns

3 Acquistion of Land and payment of compensation and/or release

4. Land and Water

5. Child Recruitment

6. Lack of development

7. Multi ethnic defense and police force

8. Lack of Employment opportunities

9. Rehabilitation of internally displaced persons

10. Inadequate infrastructural benefits

The fly in the ointment could be the Muslims if they succumb to extreme elements or to the SLMC (which had an Understanding with the LTTE) and attempt to exploit the situation at the expense of the two major communities seeking to extract unfair benefits. It is the Muslims that have been at the mercy of the worst form of ethnic cleansing at the hand of the LTTE which has gone unnoticed due to the hibernation of their political leadership. Eastern Province Muslims stood as a bulwark against the thrust of the terrorists. Fortunately the Muslim community has varied shades of political opinion and has acted with restrain and maturity at times of crisis.

However the legitimacy of these grievances needs examination. Some are common to all communities. These are issues that have to be attended to by the central government and not by provincial authorities. In any event the Provincial Council system has proved to be a colossal failure-another in the series of blunders made by J.R.Jayawardane who can be described as the father of terrorism in the North and the South with Prabhakaran and Wijeweera as the offsprings.

The satisfaction of the grievances will directly benefit the minorities while devolution alone will enhance powers acquired by politicians and how much of it will trickle down to the constituents, as past experience has shown, is doubtful. Provincial Council and the conduct of its members at elections and thereafter, is a sufficient illustration. Naturally politicians will seek devolution for their own enhancement of power. However if grievances are eliminated or reduced, the minorities as individuals, will be satisfied their needs have received attention and leaves less room for another Prabhakaran to emerge. Devolution alone can breed more Valatharaja Perumals and his legion of Ministers with a declaration of an independent state and federalism will be the spring board continuous power struggle between the centre and the periphery.

In the context of the military efforts to thwart terrorism, defense related matters such as police powers and right to state lands for defense purposes such as High Security Zones (until the threat of separatism fades away) are necessary instruments to abort separatism in the future. Therefore the 13th Amendment can be implemented taking into consideration time frames and security concerns mindful that terrorism has yet not being eradicated. Therefore after 20 years of the unsuccessful 13th Amendment imposed by India on a feeble J.R.Jayawardane, it requires a revisit for rectification because it has failed to deter separatism the purpose for which it was enacted; simple statutory provisions could be utilized for transitional purposes to guarantee future generations do not experience the dislocation suffered by those among the living due to brutal terrorism primarily directed at innocent civilians. Grievances must be on a faster track than devolution if the minorities are to be satisfied swiftly. If it is to pamper- minority politicians, NGOs, foreign governments- look to the devolution road map which will be a longer and hazardous route for benefits, if at all, to reach the people but a short cut for politicians to gain power and fortune,

Wars never create permanent enemies. Though Americans made a holocaust of Nagasaki and Hiroshima after World War II relations between Japan and the USA were more cordial after the War than any time before the War and has remained so for over 50 years. So is it between Germany and the rest of Europe after the Second World War. Nevertheless, as a safety valve, after the victories, as an enlightened measure the Allied Forces ensured that history will not repeat itself by leaving any opportunity for a Hitler in Germany or a War Command in Japan to emerge. But it was the harsh and the humiliating treatment accorded to the Germans after World War I that enabled Hitler to come to the forefront. A lesson was learnt and the spirit of goodwill was extended to the people of the defeated nations after World War II. Relationships are again cordial between Argentina and United Kingdom notwithstanding the Falkland War. Similarly the relationships between Vietnam and the USA or between Vietnam and China are most cordial-though both those countries fought against Ho Chin Minh's North Vietnamese Forces in the Indo-China War. For the communities to work in harmony after a War is an achievable phenomenon provided the leadership is statesmanlike and can convince their electorates that it is in the interest of the nation that harmony must be maintained and concessions made. But no germ should be permitted to remain to resurrect terrorism or secession otherwise the bravery and stoic nature of the people in overcoming the LTTE would be in vain.

Those who did not want terrorism defeated will now wear new masks to defeat reconciliation by urging impossible demands. Friends of terrorism are worse than terrorists because they survive to unsettle another day on another front.

LTTE about to be destroyed - Strategy Page

LTTE personnel and territorial losses are accelerating because the LTTE can no longer maintain a "front line" of bunkers, the respected military website Strategy Page said yesterday.

"The Aarmy is thus able to move deep into LTTE controlled territory, taking towns and major bases the LTTE depend on to recruit troops and extract supplies, especially food," it said.

The Strategy Page said: "So far this year, the LTTE has lost nearly 6,000 dead, while the army has lost nearly 600 soldiers. In the last two years, since the ceasefire collapsed, the LTTE has had over 9,000 of its fighters killed.

In that time, LTTE controlled territory has shrunk from 15,000 square kilometres, to 4,000.

The air force and navy have crippled LTTE smuggling efforts, but not eliminated them. Tamil fishermen from India are still willing to risk arrest or injury to move weapons, medicine and diesel fuel to LTTE controlled beaches in northern Sri Lanka.

The fee paid for these trips has been going up from about $1,000 to over $2,000. But the blockade has eliminated the use of cargo ships for these supply runs. So instead of getting hundreds of tons of supplies at time, the LTTE has to be satisfied with a few tons.

The government fears that, after the defeat of the organised LTTE in Sri Lanka, they will still be under attack from an LTTE expatriate terrorist organization. There are actually two LTTEs. There is the one in Sri Lanka. This one is under heavy attack, and about to be destroyed. Then there is the LTTE overseas.

Originally set up to raise money among expatriate Tamils (from Sri Lanka and southern India), this organization uses many illegal methods to buy and smuggle military goods into Sri Lanka. Because of some of the scams used to raise money, the offshore LTTE turned into a criminal gang. Failed rebellions often leave large, purely criminal, organizations in their wreckage. But the LTTE-In-Exile is threatening to turn into a terrorist organization as well.

Govt ready to shelter civilians fleeing Wanni battle

Security forces move forward:

As fighting intensifies and the security forces move forward in the Wanni to capture the LTTE's heartland, the government said it was fully geared to provide facilities for an estimated 200,000 to 500,000 civilians trapped in uncleared areas.

Despite food and medicine going into the hands of the LTTE, the government will continue to supply essential food items for civilians in the Wanni.

Government Agents of Kilinochchi, Mullaitivu and Mannar have been instructed by the Senior Advisor MP Basil Rajapaksa and Minister of Disaster Management Mahinda Samarasinghe to prepare an assessment to expedite the humanitarian assistance for those who flee uncleared areas.

Over 12,000 civilians who fled uncleared areas during the past two months have been provided with all basic facilities.

The Wanni Security Forces Commander Maj. Gen. Jagath Jayasooriya said that arrangements had been made to provide facilities for civilians fleeing uncleared areas and the sites to set up new IDP centres had been already earmarked.

"We have instructed the GAs to inform civilians that the security forces are moving into the Wanni and asked them to abandon the uncleared areas as facilities have been arranged to welcome them", he said.

He said that there would not be a food crisis in the Wanni as the government sent all essential food items through GAs, NGOs and INGOs.

"The GAs have confirmed that there is no scarcity of food whatsoever in these areas", he said.

Maj. Gen. Jayasooriya said that civilians who come to government controlled areas would initially be sheltered in schools and religious places while they would be provided all basic facilities and housed in IDP centres to be set up soon. "We have facilities to accommodate all new IDPs", he said.

He said that all equipment belonging to humanitarian agencies would be subjected to a tough checking process at the Omanthai entry exit point but the activities of some NGOs were unknown after they reach LTTE controlled areas.

The Wanni Security Forces Commander said the food stocks would be doubled when the stocks sent by the NGOs for the IDPs in Wanni is added to the stocks sent by the government to the civilians.

Meanwhile, the United Nation's Humanitarian Agency and the International Committee of Red Cross confirmed that IDPs in the Wanni had access to food and other facilities.

Lankan expats urge EU action against LTTE

Sri Lankan expatriates and Austrians held a strong protest on Thursday in Vienna, Austria, against LTTE terrorist activities, in front of the Federal Parliament of Austria.

The demonstrators urged the Austrian and other EU governments to condemn LTTE terrorist bombings and their recruitment of child soldiers.

The protesters called for the EU to take urgent action against the terrorist group's fund-raising activities through front organizations in the EU countries.

The Sri Lankan expatriates are concerned that despite the ban in the EU, the LTTE continues to raise funds through fraudulent front organizations for its terrorist activities. LTTE front organizations have been carrying out malicious false campaigns against Sri Lanka in European capitals, they said.

In recent months, Sri Lankan expatriate communities have held similar protests in European capitals against the LTTE and its activities, to highlight the true nature of the LTTE and the inaction of the EU against the terror group.

Successful air support missions help army advance to Nachchikuda

Pilots have confirmed that the attacks were successful, the sources added.

Adequate food and other supplies reaching Wanni- ICRC and UN humanitarian agencies

Both the United Nation's Humanitarian Agency and the international Committee of Red Cross said they have had access to the internally displaced persons due to the war in Wanni ,Sri Lanka and supplied them with food and sanitation kits.

The UN humanitarian agency said, "- Adequate supplies are reaching new internally displaced persons (IDPs) in Sri Lanka's northern areas controlled by the Tamil Tigers, UN and humanitarian relief officials in the capital, Colombo. At least 12,000 families have fled the fighting in the last two months in the northern parts of Mannar District, southwestern areas of Kilinochchi District and Mulaitivu District, according to UN officials, and most are now in the outskirts of Kilinochchi town, under the control of the Tigers, 300km north of the capital."

The International Committee of the Red Cross (ICRC) said food, shelter, sanitation and clean water remained urgent priorities. It said in its monthly bulletin for June-July released on 14 August that the situation needed to be continuously monitored but most of the displaced were accessible.

"Many people have received basic humanitarian relief but as the number of displaced persons increases, so do their needs," said Anthony Dalziel, the ICRC's deputy head of delegation in Sri Lanka .

The UN humanitarian agency quoted Thangamuthu Sathyamurthi, Director of Kilinochchi Hospital in Kilinochchi town, having said that so far enough supplies were getting through to the displaced. "None of the IDPs are cut off. They are all accessible." He said a stock of rice had arrived in Kilinochchi this week.

According to UN statistics at least 145,000 IDPs remain inside areas under the control of the LTTE in Sri Lanka 's north, referred to as the Vanni.

According to the ICRC, some of the recently displaced had fled fighting on several occasions in recent months.

UN and relief agencies had access to all but a small number of civilians who have remained in areas where the most recent fighting was taking place. However UN agencies expect more displacements if fighting continues. "Due to ongoing clashes more displacement is anticipated, and then more supplies will be needed," the agency said. They added that the overall IDP figure in the Wanni could rise to 200,000.

Most of the new IDPs are living in make-shift shelters. The authorities have asked for help to provide temporary shelters.

Sathyamurthi of Kilinochchi Hospital said IDPs living on open ground needed proper shelters before the rains arrive. "The situation will get worse when the rainy season starts by the end of September," he said.

Nagalingam Vedanayagam, the government agent for Kilinochchi District, has requested temporary shelter material for 12,000 families, the UN Inter Agency Standing Committee (IASC) reported in a situation report released on 11 August. It said he had received commitments for 2,000 families but warned that more displacements were likely in the coming weeks.

LTTE engineering human catastrophe for propaganda purpose in Wanni

A reliable source in Wanni non-liberated area revealed this morning (August 13), that the LTTE leader has issued orders to create a human-catastrophic situation in areas where security forces are now fighting the terrorists. The sources said that the LTTE cadres in the Kilinochchi have been asked to hoard all the vehicles of NGOs, government offices, and hospitals to take the civilians to the warfronts shortly.

"LTTE cadres have ordered the civilians to be ready to travel to Tunukkai, Mallavi and Vavunuikulam areas before long, as they want civilian help to withdraw the terror camps", the sources said.

"The civilians are told that they would be taken to terror camps in order to help the LTTE cadres to remove arms, ammo and other military gear from the camps before security forces arrive in the areas", he added.

The sources further went on to say, that the actual motive of the LTTE in this cowered act is to engineer a civilian massacre in order to gain propaganda mileage.

"It has been the way of V. Prabhakaran to kill Tamil civilians whenever he is in trouble. He always justifies such heinous acts in the same way he justifies suicide terrorism- spending less to get more", the sources added.

Meanwhile defence sources in the Wanni battlefront said, that troops of the 57 division have gained the total control of Kalvilan area, in the South of Tununkkai town this morning. With the loss of Kalvilan it has become impossible for the terrorist to defend strategically vital Tunukkai and Mallavi towns much longer, said the sources.

Lakshman Kadirgamar: Ardent campaigner against terrorism

Lakshman Kadirgamar, lawyer and politician: born Jaffna, Sri Lanka 12 April 1932; Called to the Bar, Inner Temple 1958; Minister of Foreign Affairs, 1994-2001, 2004-05; Honourary Fellow, Balliol College, Oxford 2004; married (one son, one daughter); died Colombo August 12, 2005.

Lakshman Kadirgamar, who was assassinated at his home in Colombo on August 12, 2005, had as profound a grasp of the threat posed by terrorist violence as any political leader in the world today.

He had known for almost a decade that he was a high-priority target for assassination by the Liberation Tigers of Tamil Eelam (LTTE).

Kadirgamar had a near-miss on December 18, 1999, when a suicide bomber attempted to kill President Chandrika Kumaratunga at an election rally.

Five men were killed, the president was injured but survived, and Kadirgamar, who had been due to accompany her to that meeting, escaped because he was unwell that day and didn't go. He knew that the LTTE had him, as well as other ministers, in their sights, and was under 24-hour military protection.

As he said in a speech in September 2000, "For us who have to live with terrorism, when we leave home in the morning there is no guarantee that we will come back at the end of the day, absolutely none whatever." Ironically it was at his private residence, where he had gone for a swim, that he was shot.

Earlier on the day of his death, he had realised a lifetime's dream when he launched a new academic journal, International Relations in a Globalising World, which was a key part of his long-term plan to raise the level of Sri Lanka's contribution to international diplomacy.

Kadirgamar began his turbulent political career at the age of 62, when other people are thinking of retiring. It was in 1994 that he entered Parliament for the first time, serving as Minister of Foreign Affairs until 2001 and since 2004. Warm, outgoing, hard-working, and with a subtle and powerful intellect, he was outstandingly effective in that role.

He maintained a level of co-operation with the governments that mattered most to Sri Lanka - especially India, China, the United States and the UK - that had sometimes eluded his predecessors. His role in developing South Asian co-operation was perhaps his proudest single achievement.

Already when he entered politics, the terrorist campaign was a threat to Sri Lanka's long democratic traditions.

As Foreign Minister, notwithstanding his impeccable liberal record, he called for tough action against terrorists, not just within Sri Lanka, but also internationally.

Sri Lanka was a strong supporter of, and on his instructions the very first country to sign, the 1997 International Convention for the Suppression of Terrorist Bombings. Long before 11 September 2001, he warned Americans of the need to get tough on the terrorist financing that was going on in their midst.

In London in 1998, at a meeting at Chatham House, he reminded his hosts that they, like the Americans, were turning a Nelsonian blind eye to organisations raising money for terrorist causes abroad.

A toughening of UK and US law against assisting terrorist campaigns was at last beginning to happen. In 1997 the LTTE was belatedly listed by the US government as a terrorist organisation. With typical realism, he attributed these changes more to the terrorist outrages of the 1990s than to his advocacy, coming as it did from a country that, he said, is "small, relatively weak, and relatively lacking in political clout".

Kadirgamar was born in Jaffna in 1932. A Tamil and a Christian, he came to be regarded as a renegade by the zealots of the LTTE but he pointed out, with impeccable logic, that the Tamils are not arranged tidily, but are intermingled with Sinhalese, Muslims and others on the map of Sri Lanka - so the attempt to set up a separatist state by force is a threat to them as much as to the other communities.

In speech after speech, he emphasised the need to maintain civil liberties while also acting decisively; the importance of understanding the political context in which terrorism arises; and the need to focus on the wrongfulness of terrorist acts.

As he put it, with characteristic clarity: Terrorism is a method - a particularly heinous one - rather than a set of adversaries or the causes they pursue. Terrorism is a problem of what people (or groups or states) do, rather than who they are or what they are trying to achieve.

As a young man growing up in post-independence Sri Lanka, he excelled at cricket, rugby and athletics. Coming to Balliol College, Oxford for graduate studies in law, he became President of the Oxford Union in 1959, and obtained a BLitt in 1960 for a thesis on "Strict Liability in English and Roman-Dutch Law".

In 2004 his connection with Oxford was renewed when he was elected an Honourary Fellow of Balliol, and in 2005 he spoke at the Oxford Union with characteristic elegance at the unveiling of a portrait showing him addressing that equally significant debating chamber, the UN General Assembly, which he did at least eight times.

In his long and distinguished legal career, he became a noted expert on intellectual property law, and for 12 years (1976-88) worked in Geneva in senior positions in the World Intellectual Property Organization. His most notable achievement as a lawyer, however, is much less well known.

When in 1963 he was asked to investigate the treatment of Buddhists in South Vietnam, he became the first person to conduct a formal investigation in a country on behalf of Amnesty International. His report, which I obtained from him at the time, was unashamedly sympathetic to the Buddhists:

"I feel that the memory of their achievements cannot be allowed to fade without it being brought to the notice of the world that men of such calibre and integrity are still amongst us." Over 40 years later, the same might well be said about him.

Absolute freedom for media - President

There is no media suppression whatsoever in the country, President Mahinda Rajapaksa asserted yesterday.

Addressing a ceremony organised by the Land Reform Commission (LRC), to handover 'Ranbima Oppu' (Ranbima Land Deeds) to 1,200 recipients of the Ratnapura and Kegalle Districts at Temple Trees yesterday, President Rajapaksa re-affirmed his total commitment to media freedom, categorically stating that all allegations and accusations levelled against his Government pertaining to 'Media Suppression' was slanderous and unfounded.

"I am amazed and perturbed at the baseless allegations made with regard to 'Media Freedom' in the country. Any one could unmercifully target me and my Government in any manner, via the media, if they so wish.

If one would scan the weekend newspapers, he could testify for himself the freedom enjoyed by the media. "They have even depicted me in a very humiliating manner in some cartoons. This amply illustrates the extent of the 'Media Freedom' in this country," he remarked.

Vehemently pointing out that he has never and would never ever fall to the level depicted in some cartoons and other articles, President Rajapaksa opined that nonetheless, the media should refrain from being pawns in the hands of both local and international elements with vested interests, who strive to betray and destroy our Motherland.

He also claimed that he would not endeavour to protect any individual. The Police and the 'Rule of Law' mechanism was in place to carry out their functions independently, and mete out punishment, when and where necessary with the evidence available.

Referring to the fatal bomb-blast at Lotus Road recently, President Rajapaksa disclosed that on further investigation using advanced techniques, it had been revealed that the suicidal LTTE bomber responsible for the blast, had also been in the list of 'Abductions' of 'White-Van' fame.

"This clearly indicates the misleading and treacherous nature of these allegations," he added.

President Rajapaksa underscored the importance of handing over the 'Deeds' and consolidating their ownership of the lands to the 1200 lucky recipients, who from now onwards would be entitled to transfer the ownership to their offspring, or even obtain bank loans, if required.

He opined that his Government was highly concerned of the lands in the North and the East, which were transferred or written-off freely to the LTTE, by agreement or otherwise in the past.

"That is why we liberated the East and re-settled those displaced in their lands, sans any political or communal bias. We also held elections there. Now we are in the process of liberating the North as well very soon," he added.

The President was of the view that exporting candidates from Colombo to represent the people of Sabaragamuwa and the North Central, would prove futile as they had no understanding and a knowledge of the region, unlike those who were born and bred within it.

He said that as a leader who hailed from the village, he fully understood the problems encountered by villagers. It was with this knowledge that he adopted a strategy and a policy of reversing development programmes confined only to Colombo and its suburbs, to the village, which resulted in a resurgence of the village.

We are not only successfully battling with the LTTE. We have a definite '10 year' programme with specific targets, to confront the basic issues such as the rising costs of food and energy.

"With prudence and foresight, we have formulated elaborate plans to avert the energy crisis, by the construction of Norochcholai and Kerawalapitiya power projects, and become self-sufficient in food by our mega irrigation projects such as the Moragahakanda and Parakrama Samudraya. We have our plans.

We will not reverse or shift from them under any circumstances under the influence of anybody", he said. He noted that his Government was receiving the required aid from the World Bank, the Asian Development Bank, Japan, Iran, India and China as envisaged, and would not face any problems as indicated by certain parties who themselves may try to stifle the development.

President Rajapaksa added that funds were being allocated for the construction of all roads within the Provincial Council purview, in the country.

Ministers Rajitha Senarathna, Bandula Gunawardena, John Senevirathna, Pavithradevi Wanniarachchai and the Chairman of the LRC Nimal G. Punchihewa also addressed the ceremony.

Army, Air Force Chiefs deny LTTE allegations

Army Commander Lt. General Sarath Fonseka yesterday refuted allegations by the LTTE that civilians in Kilinochchi and Mullaitivu are getting killed and injured due to the shelling of the Security Forces.

The Commander said the LTTE is creating a human shield in Wanni and shelling those areas to tarnish the Security Forces' image.

"The LTTE is holding these civilians as a human shield. We have never fired artillery in to the civilian populated areas since these areas are located some 15 Kilometres away from the Forward Defence Lines", the Army Commander told the Daily News.

"The LTTE is shelling these areas and trying to put the blame on us," the Commander added. The pro-LTTE propaganda machine for the past few days accused the Army and the Air Force of targeting the civilians in Kilinochchi and Mullaitivu districts.

The LTTE Peace Secretariat website also tried to blame the Security Forces for killing and injuring innocent civilians due to shelling into Mullaitivu district hospital quoting a report filed by the Mullaittivu GA.

However the website failed to give the full report issued by the Mullaittivu GA but published only few paragraphs of the report.

The Army Commander said that the Government has already sent a messages to the people entrapped in Wanni to arrive in Government controlled areas with troops advancing some 50 kilometres into the Tiger territory.

"The LTTE is holding them forcibly without allowing them to leave those areas. If they come to our side we are ready to receive them in Vavuniya providing them food and shelter."

According to the Army Commander around 200,000 people are living in Kilinochchi and Mullaittivu districts along with 30,000 displaced civilians and the LTTE is keeping them and providing them military training to be deployed in the FDLs.

Air Force Commander Air Marshall Roshan Gunatilleka also denied the allegation that civilians are being affected due to air strikes saying that they were careful in selecting the LTTE targets.

"We are carefully selecting our targets. The LTTE is trying to stop our air strikes by throwing false allegations," Air Force Commander Air Marshal Gunatilleka added.

The Air Force Commander also said that they are extremely careful when taking targets in civilian populated areas. "Naturally there should be large scale destruction due to our air strikes. It is unrealistic to see small scale damage to properties and injuries to civilians as depicted in the pro-LTTE websites," the Air Force Commander added.

LTTE tigers are having the world's second biggest rebel income - Jane's Intelligence says

The August issue of the Jane's Intelligence Report said the annual income of the banned terrorist group Liberation Tigers of Tamil Eelam(LTTE) is between US $ 200-300 million making it the rebel group generating the second biggest income both by legal and illegal business.

The report said the huge income is generated perhaps from shipping to drugs and extortion by a network of professional managers -both Tamils and others- across a string of countries and as a guerilla group its income is second only to the Revolutionary Armed Forces of Columbia whose income comes from its vast Cocaine sales.

"Shoulder-launched surface-to-air missiles are almost certainly the most probable item on the wish list, but there will also be small arms and other weapons," Christian LeMiere , managing Editor of Jane's Country Risk.

Jane's also said part of its income also comes from purported Tamil Charities, the funds of which are allegedly transferred for its coffers.

The LTTE also known as Tamil Tigers has been spending part of this vast income to buy conventional arms to fight the Sri lankan security forces to form a separate state in the country encompassing one third of the land mass and two thirds of the sea coast of the island nation.

The report said the group has been engaged in a war with waning results since 2006 and its weapons have been smuggled in from South-East Asia and nearby parts of India.

Editor Christian LeMiere said, "But the progress of the war since 2006 has been against the LTTE, so it hasn't done them very much good," LeMiere said. A series of arrests of alleged Tiger weapons buyers in North America, Europe and Thailand have also obviously worsened the situation.

The report said many Tamil charities have become an effective way of transferring money to the terrorist outfit.

The report said a network of Tamil charities proved an effective way of moving money for the coffers of the outfit. It said the Sri Lankan government says large amounts of money raised after the 2004 tsunami found their way to the rebels. Australian federal government has prosecuted LTTE supporters against the same charge but the LTTE has denied the charge.

Possessors of the world's only rebel air force and a navy of fast attack boats, the Tigers were able to bomb the capital and airport this year with light aircraft probably smuggled into the country in pieces, the report said.

But the rebels have lost large amounts of territory, it added, in the east of the island to the army since late 2002 ceasefire collapsed last year and government jets have been able to raid their bases with impunity-hence their wish for anti-aircraft missiles.

The Tigers, who still control a de facto state in the north, have been widely condemned for their use of suicide bombing and are listed in the US, European Union and elsewhere as terrorists, the report said.

Jane's also said the Tamil Tigers freedom to operate overseas was reduced by a global crackdown on militant groups after 11 September 2001 attacks.

Kethesh Loganathan: A committed, engaged individual

SECOND DEATH ANNIVERSARY :

(By: Dayan JAYATILLEKA)

1956, half a century ago, the year I was born, was a strangely seminal year: it was the year that Fidel and Che landed on the shores of Cuba, the year of the Suez crisis, of the 20th Congress of the Soviet Communist party and de-Stalinisation; it was the year of Elvis Presley and rock-and-roll.

It was also the year that Alan Ginsberg published his poem 'Howl', which began unforgettably: "I saw the best minds of my generation destroyed by madness, starving hysterical naked".

Looking back on my country in my times, the indelible impression is of seeing the best minds of my generation murdered by those once thought to belong to the same side; believers in the same ideas and project; comrades even. A collective Abel slain by a collective Cain.

Kethesh Loganathan was one of those 'best minds'. He was above all else a committed, engaged intellectual.

He was indubitably one of the sharpest analytical intellects, one of the finest Sri Lankan minds of his day.

He and I had a generation, social background, ideological formation and historical-political experience in common.

Kethesh Loganathan, Neelan Tiruchelvam, Rajini Thiranagama, Lakhman Kadirgamar. Brilliant minds, interesting, attractive and even compelling personalities, with diverse choices and trajectories, and yet, a common fate: murdered by the Tigers. These names and many more, are a rollcall of the Tamil tragedy and larger Sri Lankan lament.

Kethesh belonged to the Sri Lankan and larger South Asian Who's who: C. Loganathan's son (or simply "Loganathan's son" in Colombo). An alumnus of Georgetown and Sussex, he could have wound up a member of the Asian-American elite, but he chose another path, or another path chose him:

That of Marxism. Within that Marxism, he could have been an academic, teaching in a Western university or heading a policy studies think-tank. Indeed he worked at MARGA and then took over his father's institute in Jaffna.

If world history, that of the twentieth century, marked by the magnetism of socialism and Communism, shaped part of Kethesh's destiny, the contemporary history of the country and society he was born into, determined the rest of his life: July '83 and the Tamil struggle.

What decided his death was a third factor and fact; the evolution of that struggle, the obduracy of the Sinhala state and society, the character of Tamil society and the nature of the LTTE.

This is summed up and prefigured in a paragraph from an article written by Kethesh; a paragraph which contains the very crux of his thinking on the Sri Lankan conflict, in an article which was transparently self revelatory.

Kethesh's core idea contained here is the message he leaves us all- from the Sri Lankan state to civil society; from the Lankan left to the Tamil Diaspora, from his Indian friends to the Western DPL and donor community:

'This absence of "enlightened self-interest" in my opinion, although now largely rectified in relation to Indo-Lanka relations but not necessarily irreversible, continues to dog the Colombo political establishment on other matters relating to the peace process, and has provided the LTTE its very mode of existence.

The confusion between engagement and appeasement of the LTTE is a case in point. Another is the failure to forge a southern consensus on the Ethnic Question based on self-rule and shared-rule.' (Kethesh Loganathan, 'Mervyn's Insights were Foresights', Sunday Observer, June 19th 2005).

Kethesh agrees with Mervyn de Silva's identification of the wellspring of our problem as the absence of enlightened self-interest on the part of the governing classes or ruling elite, and goes onto develop the analysis.

He lists four huge follies on the part of state and society, which have resulted in the current catastrophe and provide, as he says the LTTE's very mode of existence'. These are:

'The absence of enlightened self interest' The mismanagement of Indo-Lankan relations. The practice of appeasing the LTTE and mistaking it for engagement and the absence of a solution - and a Southern consensus on a solution - to the ethnic question based on a combination of self rule and shared rule.

In other words the LTTE's conditions of existence are not supplied by the LTTE itself but by others, including those who claim to oppose separatism and terrorism. There are two types of people and policies which furnish the Tigers with their mode of existence;

Policies of appeasement in the name of engagement, conflict management and resolution, and policies which obstruct power sharing, self rule, the very recognition of the existence of an Ethnic Question, and thereby the most constructive relations with our strong neighbor, India.

Let there be no mistake: Kethesh didn't die because he turned Marxist or didn't take his place in the Tamil elite, or joined the EPRLF, or left in frustration the smarmy civil society outfit he worked for, or because he worked for the Government as deputy of the Peace secretariat.

Neelan Tiruchelvam did none of these things and indeed was the opposite of Kethesh and Rajini Thiranagama:

He stayed with the programme, in the mainstream, a pacifist intellectual who was the epitome of liberalism and civility. And he was blown up by an LTTE suicide bomber within sight of his civilised institutional space.

Neelan, Lakshman Kadirgamar, Kethesh: Harvard, Oxford, Georgetown. What gems of the small Sri Lankan Tamil community! What priceless resources for their society and South Asia!

They went their different ways and died violently, assassinated in the same town, by the same organisation, the Tigers, led by the same man, Velupillai Prabhakaran. That Prabhakaran chose to snuff out lives as precious as these, that the LTTE's struggle could regard these individuals as traitors to their community, tells us as much about Prabhakaran, the Tigers and Tamil Eelam, as the fact that individuals so gifted, courageous and committed chose to oppose, dissent or stand apart from the LTTE, tells us about them. These are the real heroes of our time.

How does a mature democracy like Sri Lanka breed such fanaticism? Nothing exemplifies the very essence of the LTTE, more than murder at its hands of those who in any other place, would have been its members, supporters or sympathisers, just as nothing exemplifies the essential nature of the JVP better than the list of those Sinhala leftists who died at its hands in '86-89, and who in any other struggle would have been the natural supporters of the radical left.

In both cases, the deviation from the norm of behavior of liberation movements world-wide is the pathway to understanding the nature of these movements.

In the Sunday Observer article cited above, Kethesh described himself as an internationalist.

Both the LTTE and the JVP killed precisely the internationalists, the anti-racist progressives on both sides; those who stood for 'self rule and shared rule' as a solution to the Ethnic Question.

From Vijaya Kumaratunga to K. Pathmanabha, from Nandana Marasinghe to Neelan Tiruchelvam, from Daya Pathirana to Rajini Thiranagama - over the last two decades the fanatics and fundamentalists on both sides snuffed out the most engaged and engaging, the best, of our people.

The practices of these movements illustrate their policies, and the practices and policies taken together indicate the worldview, the ethics, morals, and values, of these entities. The reality that reveals itself is not of liberation, but of fanaticism, savagery, barbarism.

White Van Death Squad exposed; police suspect political conspiracy to discredit Defence Secretary

Police sleuths of Colombo Crime Division (CCD) inquiring into a complaint lodged by a restaurant owner have identified 4 suspects who may be involved with controversial "White Van" incidents. According to the police sources the suspects include two police personnel of Ministerial Security Division (MSD) and two civilians having close connections with the opposition party politicians. Police further suspect a possible politically backed conspiracy in this incident to bring discredit to the present secretary of defence.

According to the CCD sources, the owner of a restaurant had lodged a complaint at the police station Dehiwala that an armed gang calling themselves to be in the security detail of Defence Secretary Gotabaya Rajapaksa had attacked his restaurant on 29 July 2008. The complaint further said that the gang had arrived in a white coloured van.

According to the details uncovered by the police so far, the gang of four arrived at a family restaurant named The Station, at No 41/1, Wasala Para, Dehiwala, around 10 PM on Tuesday (July 29) . The gang ordered hard liquor and remained there till about 11.10 PM when the restaurant staff requested them to foot the bill. At that time, the gang started beating the staff members and damaging the properties of the restaurant. One of the gang members identifying him as sergeant Kaluarachchi drew a pistol and threatened one of the staff members holding it against his ear that he would be killed at once. Then they terrorised the guests and the staff shouting loudly that they were "men of Gotabaya Rajapaksa" and also robbed 11,500 rupees from the cashier and they made off in the White Van they had come. The restaurant owner complained that the gang had caused a damage amounting to 19,600 rupees.

Later, the police traced the vehicle and found out that it was one of the cabs belonging to a call cab service called City Cabs. Then, the police traced the driver of the vehicle on the day of the attack and upon his arrest the four main suspects were taken into custody .

The suspects have been identified as Police Sergeant, U.L.W Jayakody Wijerathne, no 52669 , Police Constable, S.M.C.P Sakalasooriya , no 37012, J.A Sudarshana Jayasinghe, a civilian and Subaideen Saknus , a civilian .

While questioning the suspects, police have found that it was Sergeant Jayakodi Wijerathne who had identified him as Sergeant Kaluarachchi and led the attack. Also, it was he who had wielded the pistol and called the gang to be the men of Gotabaya. Interestingly , police have found that this suspects is working in the personal security detail of Kurunegala district United National Party (UNP) MP, Akila Viraj. Also, it was found that MP Akila Viraj had personally requested the accused Sergent Wijerathne for his security detail from the MSD, as Wijerathne was well known to him, as they had been classmates.

Police Constable, S.M.C.P Sakalasooriya, the other police personnel allegedly involved in the incident have found to be a member of the personal security detail of leader of the opposition and UNP MP , Ranil Wickramasinghe. He has been in MP Wickramasinghe's security detail since 2002 when the MP was the Prime Minister of the country.

The two civilian suspects were also identified as two henchmen of opposition party politicians. The suspects have been remanded until 15th August, and to be produced before an identification parade.

Police having considered how the whole incident had transpired and the developments going on at the political spheres suspect a possible politically backed conspiracy in the incident. Police are in the view that the malefactors had not carried out the attack under influence of liquor but with the good knowledge of what they had been doing. Particularly, Sergeant Jayakodi Wijerathne had his sense to pose him as Sergeant Kaluarachchi and to show that attack as one that had been carried out by the personal security guards of the Secretary of Defence. Also, police says that if the sole intention of the attackers was to rob money from the restaurant , it is obvious that they could have chosen some other way to identify themselves than identifying with the MSD, which has only handful of members.

Hence, police say that the attackers had acted in malice to bring discredit to Defence Secretary and his personal security squad. Had the police failed to nab the malefactors, the incident could have been easily exploited by the pro LTTE media and slanderous newspapers sponsored by political parties to carryout character assassination campaign against the Defence Secretary and the security forces personnel as well. Possible political conspiracy to engineer a scandal against Defence Secretary Gotabaya Rajapaksa cannot be ruled out, the police added.
