The U.S. Department of State last week issued a "revised" travel advisory for Americans in Sri Lanka to, "reflect improving security circumstances in the country," the U.S. delegation in Colombo announced.
In its revised travel warning, the State Department states: "Stability in the southern and western areas of the country has improved with the end of fighting. The Department of State urges U.S. people to remain watchful while traveling in Sri Lanka."
The State Department's decision comes exactly six months after Sri Lankan Government forces defeated the LTTE. No terrorist incidents have occurred in Sri Lanka as then, and tourism arrivals have jumped considerably. The Government expects to attract 2.5 million tourists in 2010.
Japan also relaxed its, "Travel Advisory & Warning," for Sri Lanka to a "Travel Caution," also noting the improved safety state of affairs.
The United Kingdom revised its own travel warning in July 2009.
Additionally, the Government of Sri Lanka lifted restrictions on those livelihood in Jaffna to travel all through Sri Lanka , a security measure that was imposed during the disagreement with the LTTE radical group. The LTTE was headquartered in northern Sri Lanka .

Sangaree appeals to Prabha again
The TULF leader V. Anandasangaree in his latest letter previous week to LTTE leader V. Prabhakaran called for his give in along with his cadres as that would be the only way to save the Tamil people who are by force detained in a small area in the North.
Sangaree in his letter said "As far as we can see the war is over. What is incidence these days is mopping up and winding up operations in a small area where 81,000 families had been squeezed into. Detaining these people for an indefinite period will not help you in any way.
"The future place of your whole group is also extremely insecure. Rather than behind all of them please come to your senses and put aside the remaining information of your cadre. Please give in them and all of them can be saved under a general official pardon. Please break up your organisation and give in to the Armed Forces. This is the only way by which you could save them.
"You are being accused by the international community of ill-treating the people. The UN and EU had fated your action. The UN High Commission for Human human rights and organisations like the Amnesty global have accused you of by force detaining innocent people.
The Tamils in important cities all over the world have demanded that the blameless people should be saved, who do not speak for you. The message for you is to release our people. The blame of saving Tamils is now completely in your hands," Anandasangaree said in his letter to Prabhakaran.

More LTTE military items found - west of Putthukkudiruppu
Troops of 621 and 622 Brigades serving under Task Force 2 (TF2) have establish more aggressive items left behind by the fleeing terrorists while conducting search and clear operations yesterday, 24 February, military report conventional from the battlefront said.
01 x RPG round, 500 x T-56 Ammunition, 3 x hand grenades, 1 x tractor were bare by the troops of 7 Sri Lanka Signal Corps (7 SLSC) serving in 621 Brigade from worldwide area Panainindankulam last morning.
Meanwhile, troops of 18 Vijayabahu Infantry division (18VIR) conducting payment procedure between next and third defence lines in general area west of Putthukkudiruppu exposed motor series and two generators morning hours. One of the generators is 0.3KW while the other is 0.5KW.
Similar troops have found a T-56 weapon and a water force from west of Putthukkudiruppu area while conducting a search process in afternoon hours.

The LTTE leader Velupillai Prabhakaran still in Vanni will carry on to hold the blameless civilians until the military captures him the two LTTE Black Tiger suicide cadres, who have surrendered to Army exposed. In an exclusive meeting with the Sunday Observer they said that Prabhakaran's son Charles Anthony was commanding their armed forces with other famous LTTE leaders like Banu and Lakshman.
The two Black Tigers in their twenties had surrendered to the troops of the 57 Division at Therumurukandy on Jan. 28, after they failed in their attempts to bomb the bund of the Iranamadu Tank which if succeeded could have caused immense disaster.
Anthony and Soosai had briefed them on the mission, for an underwater obliteration on Jan 20, but they, who were fed up with the 'behaviour' of the LTTE and its leadership had determined to surrender.
"The LTTE is abducting lots of children who are in their teens. They want to give up civilians as ordinary fodder. Sons and daughters of the LTTE leaders are living lushness lives," they charged. The two former Tiger cadres said that the innocent youth are life form brain-washed and sent on suicide missions. According to them, with the battle hotting up, Prabhakaran had sent his wife and the youngest son 10-year-old, Balachandran to a safer location.

58 Div locates Huge LTTE printing press - Mullaittivu

96 civilians flee from LTTE: seek protection with security forces

77 more civilians including 45 males and 32 females had also at home at the Omanthai Entry/Exit point, looking for protection from LTTE terrorists. The civilians were later heading for to the civilian welfare center at Vavuniya, security sources said.

Sri Lanka Navy destroys LTTE suicide boat - Mullaittivu
Sri Lanka Navy assault boats deployed in the Mullaittivu seas have destroyed an LTTE suicide boat around 3 this morning (Jan 30). According to the navy sources , the navy boats deployed in the sea blockade along the northeastern coast have intercepted the explosive laden boat launched from Mullaittivu coast and destroyed it by directing heavy gunfire at the incoming terrorist boat.
At present, Sri Lanka Navy has deployed 4 blockades the length of the northeastern shore of the island to prevent LTTE arms supplies and avoidance LTTE cadres via sea routes. The Rapid Action Boat regiment (RABS) and the Special Boat regiment (SBS) units hold up their blockade neighboring to the shore while Fast Attack Flotilla 4 (FAF4) maintained the second barrier in the coastal waters. The third and the fourth barriers are maintained by the Gunboats and Offshore Patrol Vessels that extends from territorial waters to the blue waters.

Army 58 Division gain more ground; LTTE hold continue to recede in Wanni

Battlefield reports indicate that intense hostility had been taken place in Visuamadu and Piliyampokkanal areas yesterday (Jan 29).
Troops had daylong confrontations in the Visuamadu area and found 4 bodies of LTTE cadres and one T-56 riffle throughout search operations. Snipers deployed in the forward areas of Visuamadu claimed 8 successful shootings during the day.

LTTE flee in total disarray, troops capture 152mm artillery gun - Visuamadu


10 Gajaba Regiment (GR) troops beneath the command of Major Janaka Uduowita in hot chase of LTTE in Mullaittivu have captured a 152mm artillery gun along with 70 empty bullets cases in general area Northeast of Visuamadu, this morning (Jan 29).
According to earth sources, LTTE terrorists receiving heavy thrashing from security forces have fled in total confusion also send-off the weaponry gun which was dismantled and ready for transportation. The gun is in good operational condition, a military official said verbal communication to defence.lk
10GR is one of the infantry battalions operating under the 58 Division, Northeast of Visuamadu at the Mullaittivu battlefront. The 152mm artillery gun is an area neutralization weapon used in the battlefields with effectual firing ranges between 17km - 24 km.

The Associated Press in a notice sent to all its customer publications requested to kill the Sri Lanka war tale that said 300 civilians have been killed and 1000 other civilians have been upset after realizing that they have been subjected to a trick.
In the notice the linked Press said, "Kill the Sri Lanka-Civil War story, V5414. The source denies he wrote the letter that said more than 300 civilians had been killed and 1,000 wounded in hostility in northern Sri Lanka."
Most of the Western news agencies have been subjected to the hoax of a letter supposed to have been written by a Medical managerial doctor in the form of an urgent appeal letter emailed to news agencies embassies and aid agencies etc.
Dr. Varatharaja, the local Director of Health Services (RDGS) Mullaitivu, who is supposed to be the originator of this "appeal" has deprived of any friendship with it, and states its contents are false and exaggerated; that it has not originated from him or his office, and that he does not have the same opinion with its contents, and that this "appeal" dispersed in order to humiliate him.
An official Sri Lanka government declaration said, "This is issued as an "URGENT APPEAL to the Government of Sri Lanka, the ICRC, the UN and the international group of people for medical supplies and checkup teams to be sent to the Mullaitivu district." This false appeal refers to an "acute shortage of essential drugs and medical workers in hospitals in the Mullaitivu District", aims at showing a major caring disaster in the area.

4 LTTE defendents plead guilty for trying to buy missiles

On January 26, defendant Sathajhan Sarachandran pled guilty to as long as, conspiring to provide, and attempting to provide material support to the LTTE and conspiring and attempting to acquire guided anti-aircraft missiles, and Yogarasa Nadarasa pled guilty to attempting to provide material hold up to the LTTE and conspiring to do so. The guilty plea events were held previous to Chief United States District Judge Raymond J. Dearie.
When sentenced, Thanigasalam, Sabaratnam, and Sarachandran face a statutory sentence of 25 years to life care and a sentencing teaching range of life. Nadarasa faces a statutory sentence and guideline range of up to 30 years of custody, the Depart ment Justice press let go said.
It further said, "On August 19, 2006, the four defendants were arrested on Long Island after three of them engaged in talks with an in secret FBI agent to purchase and export ten SA-18 heat-seeking anti-aircraft missiles and launchers, 500 AK-47s, and other military gear for the LTTE. The defendants were acting at the way of senior LTTE leadership in Sri Lanka, counting Pottu Amman, the LTTE's chief of intelligence and procurement and the right-hand man to LTTE leader Velupillai Prabakharan. The weapons were to be used by the LTTE to shoot down Kfir airplane used by the Sri Lankan military.
"The LTTE was founded in 1976 and uses illegal methods to raise money, obtain weapons and skill, and make public its cause of establishing an self-governing Tamil state in northern Sri Lanka.
The LTTE began by terror plans against the Sri Lankan citizens since 1975, and utilizes a guerrilla plan that often includes acts of terrorism. 58 Div troops liberate Visuamadu Town; battles enter last phase at Mullaittivu














Troops of the 58 Division after hours of fierce fighting that ensued with LTTE have reached the Visuamdu junction, this afternoon (Jan 28). According to latest information received, troops have now gained total control over the Visuamadu following first search and payment operations conducted in the area, security sources said.
LTTE resistances were upset during the multi-forward military assault, ground sources said addition that scores of terrorists were killed and many upset during the fighting.
According to military sources, troops have also gained control over a 10km make bigger of the road, running North of Visuamadu via Puliyampokkanai towards Chundikkulama. Troops are now busy in mopping up the residual LTTE resistances South of Visuamadu and Piramanthal kulama. Initially the international community, which clearly never learned the theoretical skill of introduction, was not sure who had ablaze. The Bishop of Jaffna, as befitted his training, was sharper. In asking the government to make bigger the safe zone, he declared that he and his colleagues 'are straight away requesting the Tamil Tigers not to station themselves among the people in the safety zone and fire their weaponry-shells and rockets at the army. This will only add to more and more the death of civilians thus endangering the security of the people'.
Later that day the UN also realised the truth and asserted that 'we believe that dismissal this morning most probable was from an LTTE position.' The information that Geneva seems unaware to all this suggests either wilful lack of knowledge or naivete. It is true that the ICRC code of operation stress neutrality. impartiality however stress objectivity in analysis and reporting, not generalizations that portray the government in a unenthusiastic light.

LTTE hold 300 patients hostage
*Prevents ICRC, UN transferring them from Puthukkudiyiruppu to Vavuniya
*Army offers full facilities but Tigers refuse to release patients
ICRC and UN officials, who went to Puthukkudiyiruppu area to get some three hundred patients to be transferred to Vavuniya Hospital for further action were refused and twisted away by Tiger terrorists yesterday afternoon while holding all those patients imprisoned as 'human shields'.
Those ICRC and UN officials with the meaning of bringing those 300 patients in Puthukkudiyiruppu uncleared areas to Vauniya on 16 ambulances, seven trucks and one other vehicle had reached the LTTE roadblock to transfer those patients to vehicles provided by the troops in empty areas.
Troops portion empty areas in Puthukkudiyiruppu responded absolutely and at the same time organised 12 ambulances and five buses to pick the sick for further way to Vavuniya hospital after ICRC and UN officials brought them to the empty areas on their vehicles between 10.00 a.m. - 12.00 noon yesterday. Three hospital, 12 nurses and eight attendants on those vehicles, sent from Vavuniya awaited at the Puthukkudiyiruppu front-line, held by the troops with child to receive the patients, but to no avail.
Finally, ICRC and UN officials contacting military establishment have reported that the patients on 16 ambulances, World Food Programme (WFP) trucks and another vehicle were being held, under arrest and prevented from entering cleared areas by gun-carrying LTTE men who have had heated influence with ICRC and UN officials over non-release.
A request from ICRC and UN officials for additional extension of time share by another hour or so for the movement of those patients was also right away decided by the troops in view of the caring nature of the whole mission.

*Army offers full facilities but Tigers refuse to release patients
ICRC and UN officials, who went to Puthukkudiyiruppu area to get some three hundred patients to be transferred to Vavuniya Hospital for further action were refused and twisted away by Tiger terrorists yesterday afternoon while holding all those patients imprisoned as 'human shields'.
Those ICRC and UN officials with the meaning of bringing those 300 patients in Puthukkudiyiruppu uncleared areas to Vauniya on 16 ambulances, seven trucks and one other vehicle had reached the LTTE roadblock to transfer those patients to vehicles provided by the troops in empty areas.
Troops portion empty areas in Puthukkudiyiruppu responded absolutely and at the same time organised 12 ambulances and five buses to pick the sick for further way to Vavuniya hospital after ICRC and UN officials brought them to the empty areas on their vehicles between 10.00 a.m. - 12.00 noon yesterday. Three hospital, 12 nurses and eight attendants on those vehicles, sent from Vavuniya awaited at the Puthukkudiyiruppu front-line, held by the troops with child to receive the patients, but to no avail.
Finally, ICRC and UN officials contacting military establishment have reported that the patients on 16 ambulances, World Food Programme (WFP) trucks and another vehicle were being held, under arrest and prevented from entering cleared areas by gun-carrying LTTE men who have had heated influence with ICRC and UN officials over non-release.
A request from ICRC and UN officials for additional extension of time share by another hour or so for the movement of those patients was also right away decided by the troops in view of the caring nature of the whole mission.
However, by about 1,30 p.m. yesterday final hopes for secure of the let go ended in smoke, as all ICRC and UN official had to give-up the idea and knowledgeable the troops of their breakdown to get the release of those vehicles with patients to move into Vavuniya Hospital, as listed and co-ordinated, following an ICRC ask for made to the Wanni Security Forces head office.
Troops, in spite of several safety risks, involved in tolerant the challenge of dispatching those patients, occupant outside the demarcated 'No Fire Zone' were all out to make bigger their fullest co-operation for the vehicle group after intensification security all along the A-9 road, but the Tigers with the sinister motive of causing havoc and bloodbath taking them as human shields refrained the ICRC and UN from embarking on this humanitarian mission.
ICRC and UN delegations that failed in this caring mission included four expatriates including a few local workers who had now vowed to take the substance up with their head office overseas.
It was just four days ago, the UN in a strongly-worded letter asked the LTTE to immediately stop harassing UN staff busy in humanitarian missions in LTTE held areas.

High Court reissues warrants on Prabha and Pottu Amman
The Colombo High Court yesterday (26 ) reissued an arrest warrants for LTTE head, Velupillai Prabhakaran, head of LTTE cleverness wing Pottu Amman and two other older members of the outfit in link with the murder of former foreign minister of Sri Lanka Lakshman Kadirgamar.
Charles Master and Komadee Manimekala are the other two required suspects and the police told Courts that they are not capable to take into custody the suspects due to the continuing battles in the North.
Former overseas Minister Lakshman Kadirgamar was assassinated by a LTTE sniper at his house in Colombo 07 on August 12, 2005.
